On 23 October 2015, the Ministry of Science and Higher Education adopted an open access policy contained in the document entitled Directions of development of open access to publications and research results in Poland [699 KB, PDF]. The document is a recommendation on the introduction of open access by research funding entities (NCN, NCBR, MNiSW), research units, universities and publishers, including publishers of scientific journals. The most important recommendations included in the Directions for the development of open access to publications and research results in Poland are as follows:
1. Development and adoption by individual universities, research institutes and PAN institutes as well as by the NCN and NCBR of their own institutional open access (OA) policies, which will define the principles of publishing research results in OA (this mainly concerns articles in peer-reviewed journals, but also, for example, peer-reviewed conference materials or research data).
2. Appointment of representatives for OD by the heads of scientific units and universities.
3. Transition of scientific journals to open models.
4. Making doctoral dissertations available in open repositories.
5. Monitoring and reporting to the Ministry of Science and Higher Education on progress in the implementation of OA, including systematic analysis of the number of publications produced in a given scientific unit or university in order to determine the proportion of publications in OA in relation to all publications.
6. Organizing training in the field of OD for all researchers and doctoral students of a given research unit or university.
7. Taking into account the experience and potential of scientific libraries, which often coordinate the process of editing and depositing scientific publications in repositories.

PLAN S
Plan S is an initiative of research funding agencies and foundations associated with cOAlition S established in September 2018.
The National Science Centre has been a member of the coalition from the very beginning of its existence.
The aim of Plan S is to introduce, from 2021, immediate open access to scientific publications describing the results of research funded by public or non-public grants awarded by national, regional or international funding institutions and research councils.
Plan S is based on 10 principles supplemented by 8 detailed guidelines and 30 technical requirements for scientific articles.

As of October 11, 2023, the National Science Centre has introduced a temporary relaxation of the provisions regarding the "National Science Centre Policy on Open Access to Publications".
The NCN sets a transition period until 31.12.2025 (for final reports submitted by 31.12.2025), during which it introduces the following changes in the application of the Open Access Policy:
for scientific publications covered by the Policy and made available under Track 1, all CC 4.0 licenses are accepted;
In the case of scientific publications covered by the Policy and made available in accordance with Track 2, the embargo is accepted provided that:
• a preprint of this work, immediately after its publication on the publisher's website, will be made available under the CC BY license in a repository indexed in openDOAR; the preprint must have a PID number (DOI or equivalent),
• after the embargo, the postprint will be made available in the indexed repository in openDOAR;
• for research data, in addition to the CC0 license, the CC BY 4.0 license is also accepted.
