The XXI Medical Libraries Problem Conference "Medical libraries in the face of the problem of bibliometric evaluation of scientific achievements of universities" was organized on November 28-29, 2002 by the Main Library of the University of Medical Sciences as part of the celebration of the 50th anniversary of its existence. Its subject matter concerned the issue of the participation of medical libraries in the preparation of bibliometric data for the evaluation of scientific achievements of parent scientific units.
It was attended by representatives of all medical university libraries and the Main Medical Library and several medical institutes, as well as invited guests: Prof. Dr. Marcin Kamiński from the Medical Sciences Team of the KBN and Dr. Marek Graczyński, co-author of the ranking of Polish journals and creator of Index Copernicus. The conference was also attended by IT specialists from companies cooperating with libraries in the field of automation of documentation work.
Eleven papers were presented, highlighting the problem of evaluating scientific publications, illustrating the degree of involvement of individual libraries in reporting to the State Committee for Scientific Research, the experience of libraries preparing bibliometric data and attempts to automate this work, which were presented in three computer presentations.
Prof. M. Kamiński presented the principles of evaluation of scientific units conducted by the Medical Sciences Team (P05) of the Committee for Scientific Research and its use in determining the category of individual faculties, and thus the impact on the amount of financial subsidies for scientific activities. Dr. M. Graczyński presented the methodology of ranking Polish medical journals and presented the prospects for the development of the Index Copernicus journal ranking system. Dr. R. Revheim discussed the experience of the Main Medical Library, which in the years 1988-1998, on behalf of the Department of Science and Education of the Ministry of Health and Social Welfare, developed bibliometric analyses of Polish medical literature based on materials sent by libraries of departmental institutions. The participation of medical academy libraries in bibliometric studies for the KBN was presented by D. Dąbrowska in a paper prepared on the basis of a survey sent to all academic libraries. The libraries of medical academies in Wrocław, Białystok, Poznań, Katowice, Szczecin and Lublin presented their experiences in the field of bibliometrics. All the centres submitted numerous comments regarding the ambiguity of the criteria used in the KBN surveys, which creates specific problems in the attempts to automate the work related to bibliometric assessment. Three centres (Lublin, Katowice and Poznań) presented the implemented IT solutions for the automatic preparation and updating of bibliometric data and their visualization on the Internet. During the working session, all the comments submitted during the conference were collected and discussed, based on which the following guidelines were developed: conclusions and postulates [35 KB, PDF] at the KBN address.
Simultaneously with the working session, a meeting of the Council of Directors of Medical Libraries was held, devoted to current professional problems, at which it was decided that the next problem conference would be organized in June next year by the Main Library of the Medical Academy in Warsaw.
